the change is not in the "being developed" state. It is an error if the change is not assigned to the current user. It is an error if the file is not being moved by the change. It is an error if you attempt to move the project config file.
(n) command will exit with a status of 1 on any error. The (n) command will only exit with a status of 0 if there are no errors.
