the change is not assigned to the current user. It is an error if the change is not in one of the "being developed" or "being integrated" states. It is an error if a partial build is requested and the change is in the "being integrated" state.
(n) command will exit with a status of 1 on any error. The (n) command will only exit with a status of 0 if there are no errors.
